Once you have chosen a topic, then you will be able to move forward with researching the different situations that you can use to support your argument. It is important for you to follow this order because if you start presenting cause and effect situations without a goal in mind, the reader can easily get lost. The purpose of a cause and effect essay is to tie in the cause and effect situations with the argument of the essay.
